Even in today's world, where online meetings have become widespread, face-to-face meetings remain a crucial communication method, and the impact of silence on meeting progress is significant. Based on previous research, we classified the motives behind silence during meetings into five categories: \"cognitive processing,\" \"lack of willingness to speak,\" \"facilitation,\" \"hesitation,\" and \"partial understanding,\" and examined the discrepancies in their interpretation. Additionally, we created a decision tree to facilitate the selection of motives based on their characteristics. The results of the experiment showed that the agreement in the interpretation of silence motives was about 30%, indicating that the motives behind silence are easily misunderstood by others. We also considered the impact of the number of participants on silence motives, suggesting the diversity of motives and the difficulty of their interpretation.
