In Japan, after a series of discussions by advisory councils, the Ministry of Internal Affairs and Communications (MIC) has established a policy to add a \"conditional auction\" to its spectrum allocation options. The MIC is preparing for the first spectrum auction for 5G millimeter wave which will be held as early as 2025.
