| 内容記述 | EU の政策の推進の中心国ともいえる連邦制のドイツにおいては，EU の政策の実行とともに，20 年ほど前から，イノベーションによる未来志向の行政という政策プログラムを実施し，公共 IT システムに係る連邦と州の協力や，インターネットを利用した透明性の高い行政の推進のための電子政府法の制定などを行い，行政のデジタル化と E-Government の推進を行ってきた．もっとも，ドイツは，連邦制ならではの問題やオープンデータの推進やデータ処理のリスクも含めて，現実の行政のデジタル化のなかで多くの課題に直面している．本発表においては，ドイツのデジタル行政・E-Government 推進の経緯とともにドイツにおける連邦と州の関係の調整状況とその課題を検討し，現在進行形でデジタル行政を推進している日本への示唆を得るものとする | |||||||||

| 内容記述 | In Germany, a federal state that plays a central role in advancing EU policies, the country has been implementing a forward-looking administrative policy program driven by innovation for nearly 20 years, alongside the execution of EU policies. This has included initiatives such as the Federal Government and states' collaboration on public IT systems, and the enactment of the E-Government Act to promote a transparent administration using the internet, thereby advancing the digitalization of public administration and E-Government. However, Germany faces numerous challenges in the actual digitalization of its administration, including issues unique to federalism, as well as the promotion of open data and the risks associated with data processing. This presentation will examine the history of digital administration and E-Government promotion in Germany, the coordination between the federal and state governments, and the challenges they face, with the aim of drawing insights for Japan, which is currently advancing its own digital administration efforts. | |||||||||
