In Japan's primary and secondary education, the practical use of educational data has begun, making the protection of children's personal information and privacy related to educational data an urgent issue. A review of legal systems is being conducted by the Personal Information Protection Commission. In the United States, the use of children's educational data is widespread, with federal laws and numerous state laws concerning the protection of children's educational data. This paper examines how educational data protection is practiced under various legal systems at the school district level in K-12 education in the United States and explores the associated challenges. By doing so, it aims to provide a reference for the review of legal systems in Japan. Specifically, it looks at New York State, which is taking advanced measures such as appointing a Chief Privacy Officer within the State Department of Education.},
