 note = {SNS 上の有害情報は，SNS の利便性を大きく低下させている．特に問題となるのは，虚偽の情報や詐欺的アカウントからの低品質な情報発信である．SNS は人から人へのコミュニケーションを基本としており，その自由と独立性は現代の通信法によって高度に保護されているため，これらの情報を禁止することは難しい．また，規制や問題発生後の調査も非常に困難である．しかし，放送や出版の枠組みでは，信頼性が高く社会的に透明な情報配信が可能である．本レポートでは，ソーシャルメディア上で放送の枠組みを用いた発信の可能性を探る．多くの放送事業者はすでに SNS を利用しており，発信自体に問題はないが，法的には SNS を介した個人的な通信として扱われるため，放送と同じ条件で発信することができない．このため，放送事業者による SNS 発信の有用性が減じている．そこで，SNSを個人的なコミュニケーションと放送が相乗り可能なハイブリッドな媒体として利用する方法を提案する．これにより，放送コンテンツは透明性や社会的責任を持った SNS 発信が充実し，SNS は個人の自由なコミュニケーションと公衆への信頼性のある発信の両方の機能を持つことができる．, Harmful information on social media significantly reduces its convenience. False information and low-quality posts from fraudulent accounts are particularly problematic. Social media is fundamentally about person-to-person communication, and its freedom and independence are highly protected by modern communication laws, making it difficult to ban such information. Regulation and post-incident investigations are also challenging. However, within the framework of broadcasting and publishing, reliable and socially transparent information distribution is possible. This report explores using the broadcasting framework for social media posts. Many broadcasters already use social media, but legally, these posts are considered personal communication, reducing their usefulness. Therefore, I propose using social media as a hybrid medium that combines personal communication and broadcasting. This would enrich social media with transparent and socially responsible broadcasting content, allowing it to function as a platform for both free personal communication and reliable public communication.},
