• 論文抄録 / 内容記述: 急速に進む少子高齢化の中，地方自治体においては職員も減少する中で，持続可能な行政運営が求められている．この課題に対して，2020 年総務省から「自治体デジタル・トランスフォーメーション (DX) 推進計画」が発表され，各自治体において DX 推進を喫緊の課題として取り組むこととなった．その一方で，そもそも公務員採用試験はデジタル系の職員の募集を想定していないこと，民間経験者登用を行おうとしても，民間部門においてもデジタル人材がひっ迫していること等の課題に直面し，内部にいる人材を DX 人材として育成することが強く求められている．この課題に対して筆者は，インストラクショナルデザイン理論に基づく e ラーニングコースの設計と，それに対する形成的評価による改善，そして研修効果の測定を実施した．加えて，DX という広範な概念の網羅性を確保するため，2022 年 12 月に経済産業省・IPA が発表したで DX リテラシー標準のシラバスに準拠した生成 AI を作問に活用したスキルサーベイの開発と，その評価に着手したことについて発表する．

• 論文抄録(英) / 内容記述: With the rapid aging of the population and declining birthrate, local governments need to ensure sustainable administrative operations amidst a decreasing number of employees. In response to this challenge, the Ministry of Internal Affairs and Communications (MIC) announced the "Digital Transformation (DX) Promotion Plan for Local Governments" in 2020, and each local government has decided to tackle the promotion of DX as an urgent issue. On the other hand, the recruitment exams for civil servants are not designed to recruit digital staff, and the private sector is also facing a shortage of digital human resources, even if it tries to recruit people with private sector experience. In response to this issue, the author designed an e-learning course based on the instructional design theory, made improvements through formative evaluation, and measured the effectiveness of the training. In addition, to ensure the comprehensiveness of the broad concept of DX, we have started the development and evaluation of a skill survey that utilizes AI to generate questions in accordance with the syllabus of the DX literacy standard announced by the Ministry of Economy, Trade and Industry and the IPA in December 2022.
