 note = {本研究は,霞ヶ浦の保全政策における政策の焦点と住民参画との関連性を明らかにするものである.本研究では,令和 5 年の茨城県議会の会議録から「霞ヶ浦」および「保全」の語彙を含む言説を抽出し,テキスト分析を行う.具体的には,共起ネットワーク分析を用いて,言説に含まれる語彙間の関係性を分析した.結果として,「霞ヶ浦」と「保全」の用語が含まれるネットワーク構造には,「霞ヶ浦」や「保全」のほかに,「水質」,「浄化」,「流域」,「浄化槽」,「生活」,「県民」などの語彙が含まれていた.特に,「流域」は,「霞ヶ浦」や「保全」という単語が含まれる語彙群と「生活」や「県民」が含まれる語彙群を橋渡しする唯一の語彙であることが分かった.したがって,本研究から茨城県政の霞ヶ浦保全政策において,住民参画を促す施策を検討する上では,流域という概念に注目する必然性が示唆される., This study aims to clarify the relationship between policy focus and public participation in Kasumigaura conservation policy. In this study, we extracted discourses containing the words "Kasumigaura" and "conservation" from the proceedings of the Ibaraki Prefectural Assembly in 2023, and analyzed the texts. Specifically, we used co-occurrence network analysis to analyze the relationships among the words in the discourse. As a result, the network structure containing the terms "Kasumigaura" and "conservation" included the words "water quality," "purification," "watershed," "septic tank," "life," and "prefectural residents" in addition to "Kasumigaura" and "conservation. In particular, "watershed" was found to be the only vocabulary that bridges the lexical group containing the words "Kasumigaura" and "conservation" with the lexical group containing "life" and "prefectural residents". Therefore, this study suggests the necessity of paying attention to the concept of "watershed" when considering measures to promote citizen participation in the Kasumigaura conservation policy of the Ibaraki prefectural government.},
