Now, there is much research concerning congestion estimation using RSSI of traditional wireless LAN; from the viewpoint of radio propagation, it can only cover a narrow area. Multiple devices must be installed to cover an expansive outdoor area. Since Wi-Fi HaLow can cover a wide area, the number of devices installed can be reduced. In this paper, we assume the system configuration with one access point and one station installed on the street of the university campus. We estimate the congestion degree by RSSI and the number of pedestrians by the number of observed pedestrians and RSSI.
