In such virtualized cellular networks, the load on UPF, which is responsible for the U-Plane function, varies depending on user traffic, so scaling according to the load is considered necessary for the efficient use of computing resources. On the other hand, when considering scale-in in particular, simple scale-in may cause delays and losses in user traffic.
