 note = {欧州では，2023 年 3 月 28 日の欧州消費者サミットを契機に，いわゆる Cookie Pledge（Cookie 及び行動ターゲティングについての誓約）についての議論が進行している．欧州委員会は作業部会を設置して検討を行い，2023 年 12 月 19 日には DRAFT PLEDGING PRINCIPLES を公表し，同日には EDPB（欧州データ保護ボード）からのレターも公表されている．本発表では，欧州の Cookie Pledge に関する議論の動向を概観し，我が国における Cookie や行動ターゲティングに関する議論に資する．, In Europe, discussions on the so-called Cookie Pledge (pledge on cookies and behavioral targeting) have been ongoing in the wake of the European Consumer Summit on April 28, 2023. The European Commission established a working group to study the issue, and published DRAFT PLEDGING PRINCIPLES on December 19, 2023, and a letter from the EDPB (European Data Protection Board) was also published on the same day. In this presentation, we will review the trend of discussion on Cookie Pledge in Europe and contribute to the discussion on cookies and behavioral targeting in Japan.},
