• 論文抄録 / 内容記述: 米国では，2010 年に FCC が最初のネット中立性規則を制定したが，訴訟や政権交代によって度々方針転換を強いられている．民主党バイデン政権下の FCC は，トランプ政権時代に無効とされたネット中立性規則を復活させるとともに，ブロードバンドサービスを電気通信サービスに再分類することを提案している．FCC は，ブロードバンドの再分類は国家安全保障及び公共安全の観点からも必要であることを強く訴えている．ネット中立性に反対する共和党や通信事業者業界団体は，ブロードバンドへの規制強化によって投資やサービス，イノベーションに悪影響が及ぶとして，FCC の提案を批判している．

• 論文抄録(英) / 内容記述: In the United States, the FCC enacted its first net neutrality rules in 2010, but lawsuits and regime changes have often forced the FCC to change course. Under the Biden administration, the FCC has proposed reinstating net neutrality rules that were vacated during the Trump administration and reclassifying broadband Internet access service as a telecommunications service. The FCC argues that reclassification is necessary in light of national security and public safety. Opponents of net neutrality, including Republicans and telecommunications trade groups, have criticized the FCC's proposal, arguing that tighter regulation of broadband would harm investment, services, and innovation.
