| 内容記述 | 2023 年 10 月 6 日に，内閣総理大臣決定により，2021 年から設置され，内閣総理大臣が議長として議論が続けられてきたデジタル臨時行政調査会は廃止された．その後継的な組織としては，デジタル行財政会議が同年 10 月より設置され，すでに 10 月 11 日に第一回会議も開催されている．デジタル行財政改革の 3 本柱は，「1 つ目として，デジタルによる質の高い公共サービスの提供，2 つ目として，デジタル活用を阻害している規制・制度の徹底した改革，3 つ目として，EBPM（証拠に基づく政策立案）を活用した予算の見える化による事業・基金の見直し」と説明されている．本論考においては，デジタル臨調において議論され，その間に行われたデジタル改革関連法を検討するとともに，デジタル行財政改革会議やデジタル庁の課題，行政プロセスの透明化の課題について検討し，分析をおこなう． | |||||||||

| 内容記述 | On October 6, 2023, as decided by the Prime Minister of Japan's Cabinet, the Digital Temporary Administrative Investigation Committee, which had been established since 2021 and chaired by the Prime Minister, was abolished. As its successor, the Digital Financial Government Committee was established in the same month, with its first meeting already held on October 11. The three pillars of digital financial government reform have been described as: "First, the provision of high-quality public services through digital means; second, the thorough reform of regulations and systems that hinder digital utilization; and third, the revision of projects and funds through the visualization of budgets using EBPM (Evidence-Based Policy Making)." This paper will examine and analyze the discussions held in the Digital Temporary Administrative Investigation Committee, review the digital reform-related laws implemented during that period, and scrutinize the challenges faced by the Digital Financial Government Reform Committee and the Digital Agency, focusing on the issue of transparency in administrative processes. | |||||||||
