 note = {公共空間に AI カメラを設置し，従来の防犯用途だけでなく，ふるまい検知や人流解析などの活用を行う事例が増加している．しかしながら AI カメラを公共空間に設置する場合，意図しない映り込みが生じえることから，事前周知などの生活者に向けた配慮，導入に係る合意形成が求められている．自治体が公共空間に AI カメラを設置する場合には，本格導入に先立って実証実験を行っている事例も少なくない．そこで，本論文では，自治体による実証実験を対象として，生活者に向けた働きかけの様子を調査，検討する．一連の検討により，生活者に向けた働きかけの不備による事業の停止や変更に至るような法的，社会的問題が発生していないことが確認された．しかしながら，本格導入などの規模の拡大に向けては，改善することが望ましい事柄も存在することを明らかにし，情報公開を主な切り口とした解決策の提言を行う．, This paper analyzes municipal pilot studies using AI cameras in public spaces, not only for traditional security purposes but also for behavior detection and people flow analysis. It addresses the issue of residents unintentionally appearing in recordings, emphasizing the need for targeted communication with residents and consensus-building. The analysis confirms that no significant legal or social issues arose from inadequate resident engagement in these pilot studies. However, it identifies areas needing improvement, particularly in scaling up for full implementation, and proposes several solutions, including public information disclosure, to address these improvements.},
