欧州議会が 2023 年 6 月 14 日に，AI 法に関する最終案を議会において採択した．この AI 法の最終案をもって，EU 加盟各国との協議が進められることとなる．欧州議会によって賛成 499 票，反対 28 票（棄権 93 票）をもって採択された AI 法の最終的な内容は，特に，EU で開発され，使用される AI が，人間による監視に利用されたり安全やプライバシーを侵害する可能性に関する，EU の人権や価値に沿った内容を保証するためである．本発表においては，欧州議会の最終案に至るまでの経緯と，具体的に提案されている禁止される AI，高リスク AI，汎用 AI システムに課される義務について検討をおこなう． |

On June 14th, 2023, the European Parliament adopted the final draft of the AI Act. With the finalization of this act, discussions will proceed with the member states of the EU. The act, endorsed by the European Parliament with 499 votes in favor, 28 against, and 93 abstentions, aims to ensure that AI developed and employed within the EU aligns with EU human rights and values, especially in contexts where AI might be used for human oversight or could potentially infringe on safety and privacy. This presentation will explore the trajectory leading to the Parliament's final draft and will scrutinize the specific prohibitions proposed for AI, the categorization of high-risk AI, and the obligations imposed on general-purpose AI systems. |
