• 論文抄録 / 内容記述: デジタル情報空間で圧倒的な影響力を持つ DPF（デジタル・プラットフォーム）に対し，SNS 上の偽情報・誤情報や個人情報の不正利用などの問題に一定の責任を持つよう求める声が世界的に強まっている．ただ DPF をどのように規制するかについてはまだ統一見解はなく，各国がバラバラに対応している．最近，議論となっている中国系の人気動画投稿アプリ TikTok をめぐる規制の動きを見ると，米国が国内での全面利用禁止を検討する一方，EU は全ての DPF に自律的取組みを義務付ける DSA (デジタルサービス法)の枠内での規制を目指している．健全なデジタル情報空間，いわゆる「インフォメーション・ヘルス」の実現に資する対策の観点からは，米国のように特定の DPF を狙った一方的措置よりも，EU のように一定のルールの下，全ての DPF に自律的規制を促すアプローチの方が有効と考える．

• 論文抄録(英) / 内容記述: As Digital Platforms (DPF) have become dominant actors in controlling the digital information space, there is a growing call for them to take responsibility for the risks and side effects of social media, such as disinformation, misinformation and misuse of personal data. This paper examines recent debates surrounding TikTok, a popular short- form video hosting service owned by a Chinese company, as a case study, and analyzes different approaches to regulating DPF. The US is considering a total ban on TikTok, while EU urges TikTok to comply with obligations of the Digital Service Act (DSA). From the standpoint of achieving a healthier digital space, or “information health”, the rule-based approach by EU, which stipulates certain autonomous actions by all the large platform providers, is considered more effective than the unilateral approach by the US targeting a particular platform.
