我が国においては個人情報保護法の 2021 年改正（官民一元化）以降，デジタル庁や文部科学省において，こどもに関する各種データや，教育データについての議論が一層活発になっている．他方で，国際的には，OECD の "Recommendation on Children in the Digital Environment" が 2021 年に改正され，GDPR（欧州一般データ保護規則）に関して，ストックホルム市の教育委員会に対する制裁金（スウェーデン，2020 年），学校の食堂を使用する際の子供の生体認証データの処理に関する制裁金（ポーランド，2020 年）などの執行例がみられるほか，EDPB（欧州データ保護ボード）では，"Guidelines on children's data" の議論が見込まれている．本発表では，近年の，こどもに関する各種データ及び教育データについての国際的な動向を概観し，我が国のこれらのデータに関する取組への示唆を得る． |

In Japan, since the 2021 revision of the Act on the Protection of Personal Information (unification of the public and private sectors), the Digital Agency and the Ministry of Education, Culture, Sports, Science and Technology have been more actively discussing various types of data on children and educational data. On the other hand, internationally, the OECD's "Recommendation on Children in the Digital Environment" was revised in 2021. With regard to GDPR (European General Data Protection Regulation), examples of enforcement actions include a fine against the Stockholm City Board of Education (Sweden, 2020) and a fine for processing children's biometric data when using a school canteen (Poland, 2020). The EDPB (European Data Protection Board) is expected to discuss "Guidelines on children's data". In this presentation, we will review recent international trends on various types of data on children and educational data, and provide some suggestions for Japan's efforts on these data. |
