• 論文抄録 / 内容記述: 米国 OpenAI 社が公表した，大規模言語モデルを用いた人工知能を組み込んだサービスである ChatGPT は，2023 年 1 月段階で 1 億人以上のユーザーが登録し，ビジネス，行政のみならず様々な分野に活用されつつある．他方で，イタリアのデータ保護当局は GDPR（欧州一般データ保護規則）違反であるとして，同サービスへの是正命令を行っている他，ドイツやアイルランドのデータ保護当局においても執行が検討されているとされる．また，欧州のデータ保護機関の集まりである EDPB（欧州データ保護ボード）においては ChatGPT タスクフォースが設置されるなど，GDPR に基づく規制が広がりつつある．本発表では，ChatGPT 等の大規模言語モデルを用いた人工知能を組み込んだサービスに対する GDPR による規制の現状を概観し，日本における大規模言語モデルを用いた人工知能を組み込んだサービスへの規律に関する示唆を得る．

• 論文抄録(英) / 内容記述: - As of January 2023, more than 100 million users have registered for ChatGPT, a service incorporating artificial intelligence using large-scale language models published by OpenAI, Inc. of the United States, and the service is being used in various fields as well as in business and government. On the other hand, the Italian data protection authority has issued a corrective order to the service as a violation of the GDPR (European General Data Protection Regulation), and enforcement is reportedly being considered by the data protection authorities in Germany and Ireland. In addition, the European Data Protection Board (EDPB), a group of European data protection agencies, has established a ChatGPT task force, and regulations based on GDPR are spreading. In this presentation, we will overview the current status of GDPR regulation of services incorporating artificial intelligence using large-scale language models, such as ChatGPT, and provide some suggestions for regulation of services incorporating artificial intelligence using large-scale language models in Japan.
