 note = {スマートシティ構想の実現に向けて，様々な行政サービスにおいて電子化が推進される中，行政書士においても電子申請の普及が進んでいる．これにより，従来の紙媒体で行われていた申請業務がオンライン上で行われるようになったことで，行政書士の業務にも変化が現れた．一方で，電子化により行政書士が抱える課題も多く存在しているのが現状である．本論文においては，電子申請導入において行政書士が抱える業務変化に伴う課題を明示した上で，行政書士に求められる能力・資質について言及する．また今後の行政書士業界の発展を促進するための対策を検討する．, As digitization is being promoted in various administrative services toward the realization of the smart city concept, electronic applications are becoming increasingly popular among administrative scriveners as well. As a result, the traditional paper-based application process is now online, and this has brought about changes in the work of administrative scriveners as well. On the other hand, there are still many issues that Administrative Scrivener face because of the shift to electronic applications. In this paper, we will clarify the issues that administrative scriveners face because of the changes in their work with the introduction of e-applications, furthermore, we will discuss the necessary qualities and abilities of administrative scriveners. Lastly, we will examine and analyze the methods to promote further development for the administrative scrivener industry.},
