型データ配信を用いる次世代気象データ交換システムである WMO Information System 2.0 (WIS2.0) において，subscriber の時間制約をなるべく満足するための broker のメッセージ配信手法を提案する．WIS2.0 のように大量のノードが接続され，多地点で発生する様々なデータに対するサービス・アプリケーション要求が混在する環境では，broker が subscriber にメッセージを送信する適切なタイミングは，publisher の配信タイミング，subscriber の処理性能，ネットワーク帯域，メッセージタイプやデータ量など複数の要因からの影響を受ける．したがって，それらすべての要因を考慮した配信手法の手動設計は容易でない．これに対し提案手法では，broker が送信すべきメッセージの到着，送信タイミングに対する応答遅延だけを監視し，それに基づき最適な配信タイミングを学習する動的スケジューリングアルゴリズムを提案する．ネットワークシミュレータを用いた実験において，最良のシナリオでは最新手法と比較して提案手法はメッセージの期限内配信の成功率を 10%
