It is already known that 2m-step Likert-scale input card-based protocols can be constructed using the Hamming schemes, e.g., CSS2022. It is also possible to construct 6-step and 12-step protocols using two types of three cards, and it has been pointed out that these protocols are also related to association schemes. In this paper, we propose a construction of the card-based protocol with 3-step Likert scale, which has not been considered for odd numbered-step because it was considered unclear how to handle the median value (meaning ”neither” as an input).
