The purpose of this study is to propose a discussion tool to improve their perception. This discussion tool is designed to be used in a high school information ethics class. In this tool, students make decisions in scenarios of situations concerning risk-taking behaviors when using SNS. Subsequently, they discuss their decisions and measures to counter the risks. We made a prototype tool and compared with the baseline tool made by referring to a conventional tool for the information ethics. First, we obtained implications that the prototype tool can be used in the class to the same extent as the baseline tool through interviews with high school teachers. Second, we evaluated the tools in an experiment with high school students. The students who used the prototype tool rated the perceived likelihood of the discussed risks to themselves higher compared to those using the baseline tool. This difference was more pronounced for the students without any experience of harm related to SNS.
