The assessment program, called SPA (Software Process Assessment), developed by Carnegie Melon University's SEI (Software Engineering Institute) was selected for this experiment as it has widely used in US. Each of the 85 original criteria questions in the program was broken down into several questions to improve clarity of the original questions, and on-site hearing from the current development project leaders to put on the correctness of assessment result was held.
