However, in an era when it is difficult to forecast demand for large-scale events, such as the Olympics being held without spectators due to the outbreak of the new corona pandemic, large investments such as the construction of railroads are risky. Under these circumstances, the use of bus transportation with a small initial investment is considered effective. In particular, demand buses are a service that can respond to large and fluctuating demand, but the complicated process of making reservations in advance has been a problem. This study proposes a ”demand route bus” system that controls the departure time of buses as a means of transportation that does not require reservations for large-scale events. In general, bus routes can be set using the Vehicle Routing Problem (VRP), but to accommodate the demand route bus system, we extend the VRP to take bus waiting time and riding time into account.
