Some support is required for specifying services because users have little knowledge about telecommunication systems. This involves the problem of how to acquire complete requirements from users. This paper proposes an approach to deriving complete specifications from a user's incomplete requirements for telecommunication services (from here called services for brevity) by case-based reasoning (CBR). Central issues in acquiring complete specification from a user's incomplete requirements by CBR are how to organize service cases, how to elicit the intention of users, and how to retrieve the relevant cases. To solve these issues, we have devised functional components that contain the operations for satisfying the goals of service requirements and conceptual attributes that correspond to the concepts in services. Functional components are used to organize the service cases, and conceptual attributes are related to the intentions of users and are used as indices in the search for relevant cases.
