In Europe, data necessary for repair and maintenance has already been legally institutionalized, and the "Data Act" proposed in February 2022 is expected to further promote data utilization and innovation with regard to other vehicle data. However, the "extended vehicle" concept, mainly by automobile manufacturers, has restricted the access and use of vehicle data by third parties. This paper summarizes the current trends of discussions on the handling of vehicle data in EU and discusses the impact of the "Data Act" and the issues to be discussed.},
