• 論文抄録 / 内容記述: コネクテッド・カーの流通拡大に伴い，車両データアクセスに関する議論が活発に行われている．欧州においては，既に修理・メンテナンス等に必要なデータについては法制度化されているが，それ以外の車両データに関しても 2022 年 2 月に提案された「データ法案」によってより一層のデータ利活用とイノベーションの促進が見込まれている．しかしながら，車両データへのアクセスや流通拡大にあたっては主に自動車メーカーによる「拡張車両」コンセプトによりサードパーティ等による利活用が制限されている状況にある．本稿では欧州における現在の車両データの取扱いに関する議論動向を整理した上で，「データ法案」による影響と論点について論じる．

• 論文抄録(英) / 内容記述: As the distribution of connected cars expands, discussions on the handling of vehicle data are becoming more active. In Europe, data necessary for repair and maintenance has already been legally institutionalized, and the "Data Act" proposed in February 2022 is expected to further promote data utilization and innovation with regard to other vehicle data. However, the "extended vehicle" concept, mainly by automobile manufacturers, has restricted the access and use of vehicle data by third parties. This paper summarizes the current trends of discussions on the handling of vehicle data in EU and discusses the impact of the "Data Act" and the issues to be discussed.
