• 論文抄録 / 内容記述: 2017 年に欧州標準化機構（CEN）に提出された CWA-17145 は研究倫理審査委員会および，倫理影響評価（EIA: Ethical Impact Assessment）の標準化案である．CWA-1745-1 は，研究倫理審査委員会の役割と責任・構 成・倫理原則・手続き等について定める．Annex A においては，研究・イノベーション全般にかかわる倫理問題と，問題に取り組むための一般倫理原則および分野ごとに追加されるべき領域特殊原則を示す．本稿においてはコンピ ュータ科学・情報科学における研究・イノベーション規制を検討する．とくに peer-to-peer ファイル共有ソフトウ ェアの規制について検討し，この規制が不合理であると同時に厳格にすぎ，研究・イノベーションを阻害する可能 性を指摘する．R＆I の効果的かつ倫理的な発展のためには，多くの分野の科学技術者が CWA17145 に関心を持ち，その著者らと緊密に協力することが期待される．

• 論文抄録(英) / 内容記述: CWA-17145 is a proposal for the standardization of the ethics committee for research and innovation (R&I) and the Ethical Impact Assessment. CWA-17145-1 covers issues concerning an ethics committee, including its role and responsibilities, composition, ethical principles, and procedures for ethics review. Annex A highlights the ethical problems and principles of R&I in general and additional ethical principles in specific fields. By examining the regulation and ethical problems of R&I in computer and information sciences, particularly the regulations of peer-to-peer file sharing software in Annex A, this paper shows that the regulation is strict and unreasonable with regard to this technology. This paper expects to encourage an interest in CWA- 17145 among scientists and engineers in various fields and encourage their interaction with the author to enhance it and steer R&I more effectively and ethically.
