Under these circumstances, evacuation is important to minimize human casualties. However, the decision to evacuate in the event of a flood is extremely difficult. This is because floods are characterized by ever-changing risks to human life and ever-changing surroundings compared to other disasters. Therefore, it is necessary to provide appropriate information to make a decision to evacuate or not. In this paper, we propose ”MINHINA,” a smartphone application equipped with a form of information representation that facilitates evacuation actions in the event of flooding. This application is characterized by its ability to capture the characteristics of flooding, in which the surrounding environment changes from moment to moment, and to support interaction and information sharing among neighbors and community members.In this paper, we first discuss a case study of information provision during evacuation activities. Next, the system configuration and functions of the proposed application are introduced.
