• 論文抄録 / 内容記述: 公共機関において，情報システム調達が実施されている．調達にあたっては入札が行われ，参加事業者の中から実際に事業にあたる事業者が決定されているが，公共分野における情報システム分野にあっては，特定のシステムベンダーを利用し続けなくてはならない「ベンダーロックイン」に陥っているとの指摘もあり，多様なシステムベンダーが参加する情報システム調達のあり方を実現する必要があるとされている．本研究では，公共機関の中でも政令指定都市に着目し，公開されている情報システム調達の入札結果から，いかなる参加事業者があるのか現状分析を行う．この分析にもとづき，政令市という限定はあるものの，公共機関における多様な参加事業者のある調達のあり方のために必要とされる環境整備について検討する．

In procurement, bidding is conducted, and the business operator that actually corresponds to the business is determined from the participating business operators. However, in the information system field in the public field, it has been pointed out that it has fallen into a "vendor lock-in" in which it is necessary to continue to use a specific system vendor. It is also said that it is necessary to realize an information system procurement method in which various system vendors participate. In this research, we focus on ordinance-designated cities among public institutions and analyze the current situation of what kind of businesses are participating based on the publicly available bid results for information system procurement. Based on this analysis, although the situation is limited to ordinance-designated cities, we will consider the environment improvement required for various businesses to participate in the procurement of public institutions.
