• 論文抄録 / 内容記述: 観光事業における合理的根拠に基づく政策立案（EBPM：Evidence-Based Policy Making）を実践するため，モバイル広告から得られる位置情報ビッグデータを基盤とし，自治体が実施する政策の効果測定を可能とする EBPM 支援システムの開発が進んでいる．本研究では，糸島市役所の観光振興係とともに，公益財団法人九州経済調査協会『おでかけウォッチャー』とYahoo!JAPAN『DS.INSIGHT』から得られるデータを活用した観光 EBPM のための調査を行った結果を報告する．調査対象は，糸島市役所と協議の上，福岡県糸島市西部の代表的な観光POI（Point of Interest）5 地点を対象とし，来訪者数，来訪者属性，周遊ルートの 3 つの観点から，2019-2021 年の期間における観光人流データ分析を行った．さらに，キーワード分析を加え，来訪目的や困りごとなどが抽出可能か否かを検証した．その結果，来訪者数の推移からコロナの影響を受けた地点とそうでなかった地点が明らかになったほか，属性情報から 20 代女性だけが特によく行く場所などが明らかになった．また周遊分析からは，2 つの POI の関係性に，双方向に往来のある場合や片方向の移動だけが多い場合があることが明らかになった．そして，これらの結果は，糸島市役所観光振興係がこれまで実施してきた観光入込客数調査とも近いことが示された．その後の地元事業者へのヒアリングにおいても概ね，正しく状況を把握できており，令和 4 年度に本分析結果を土台とした周遊ツアーへと繋げていくことになった．

• 論文抄録(英) / 内容記述: A system for supporting Evidence-Based Policy Making (EBPM) in tourism, which enables local governments to measure the effectiveness of their policies, has widely developed based on large-scale mobile location data. In this study, we report the results of a survey for tourism EBPM conducted with the Tourism Promotion Section of Itoshima City, utilizing data from ”Odekake Watcher” of Kyushu Economic Research Center and DS.INSIGHT of Yahoo!Japan. After consultation with the Itoshima City Office, the survey targeted five representative tourism POIs (Points of Interest) in the western part of Itoshima City, Fukuoka Prefecture, and analyzed tourist flow data for the period 2019-2021 from three perspectives: number of visitors, visitor attributes, and excursion routes. In addition, we added keyword analysis to verify whether or not it is possible to extract the purpose of visits and problems. As a result, the number of visitors revealed the locations that were affected by COVID-19 and those that were not. The attribute information revealed places that only women in their 20s particularly frequented. The round trip analysis revealed that the relationship between the two PoIs; some has a bidirectional trip, the other has a uni-directional trip. We confirm that the obtained results are similar to those of a survey conducted regularly by Itoshima City and the impression of local business operators. We will use the results of this analysis for planning a new round trip tour in FY2022.
