article"}]},"item_2_source_id_11":{"attribute_name":"ISSN","attribute_value_mlt":[{"subitem_source_identifier":"1882-7764","subitem_source_identifier_type":"ISSN"}]},"item_2_description_7":{"attribute_name":"論文抄録","attribute_value_mlt":[{"subitem_description":"2020年に生じた新型コロナウイルスによるパンデミックは，世界各国に大混乱を引き起こした．日本の行政機関においても，対応のため様々な業務が発生し，とりわけ，保健所ではファックスを中心とした業務慣行の非効率が注目された．そこで厚生労働省は，感染症対策の最前線にあたる医療機関や保健所の負担軽減を目指し，ウェブシステムを新規開発しその代替を図った．しかし，業務知識を欠いたまま設計したシステムは，実際の保健所業務と合致せず導入に時間を要したことに加え，各自治体側が自助努力として進めていた業務支援策とのミスマッチが生じた．結果として，開発したシステムの活用は低調にとどまり，期待された情報集約の迅速化は実現しなかった．一方，地方自治体や医療機関では，国よりも限られた予算や権限において様々なシステムを開発し，感染対策に役立てていった．システム開発において，現場の業務知識を欠いたままトップダウン方針のみを強化すると，実ユーザとの乖離の拡大を通じたシステムの破綻という逆説的な状況が生じうる．デジタル庁の設置を初めとした今後の行政情報化に向け，貴重な教訓の共有とともに，行政におけるボトムアップ型の開発手法の検討が望まれる．","subitem_description_type":"Other"}]},"item_2_description_8":{"attribute_name":"論文抄録(英)","attribute_value_mlt":[{"subitem_description":"The COVID-19 pandemic has forced Japanese public health authorities and medical institutions to perform various manual labors for pandemic responses. To accelerate the process, the Ministry of Health, Labour and Welfare (MHLW) developed new information systems. However, the newly-built systems caused various troubles and resulted in malfunction. Meanwhile, local governments and medical institutions developed systems with limited resources, which turned out to be successful in various situations. The article surveys systems related to the pandemic responses in Japan, and discusses what caused the paradoxical results, although MHLW has more privileges and resources compared to local governments and medical institutions. Our study indicated two possible factors: the government tried to build multifunctional systems while local governments did not, and the government increased the burden while local governments relieved.
