Therefore, it is very important to constantly revise the plan and eliminate any deficiencies. However, even if the lessons learned from past disasters of the local government are included in the revision of the plan, it is difficult to reflect the knowledge of other local governments. Therefore, sometimes, the problems of the plan will not become apparent until a problem occurs in the event of a disaster. This is partly due to the difficulty in analyzing the lessons learned by other local governments for the revision of disaster risk reduction plans.
