 note = {地方公共団体における災害対応は地域防災計画に基づき行われる．そのため，計画を常に改定し，不備をなくしておくことは非常に重要である．しかし，計画の改定に際し，当該地方公共団体の過去災害の教訓を含めることは見られても，他の地方公共団体の持つ知見の反映は難しく，それゆえ，災害時に問題が発生して始めて計画の問題点が顕在化する事例は少なくない．これは，防災計画改定のために他の地方公共団体が得た教訓を分析することの困難さが一因である．そこで本研究では，近年問題となっている廃棄物処理分野に着目して，防災計画の課題発見支援を目指し自然言語処理による分析を行う．また，市町村へのヒアリングにより分析結果を検証する．, Disaster response in local governments is based on Local Disaster Management Plan.
