However, there are differences in the awareness and treatment of research data in different academic fields, and research data is often kept private or unshared due to competitive aspects with other research. To address these concerns, the Science Council of Japan (SCJ) has developed policies, including the proposal ”Toward the Deepening and Promotion of Open Science”. In addition, as a domestic activity, NII has been developing and operating a service called GakuNin RDM, a data management platform. However, GakuNin RDM has not been able to fully realize the aforementioned guidelines and policies because of its unclear anti-fraud function, lack of data disclosure and publication, and lack of management of responsibility in terms of the environment to prevent research misconduct.
