It is possible to improve it by shortening block generation interval. But it could sacrifice security because shorter interval increases the fork rate. Our proposed method improves the throughput by adjusting block generation interval as short as possible. Part of nodes observes the block propagation times over the blockchain network and the interval is determined so as not to increase the fork rate.
