• 論文抄録 / 内容記述: 欧州委員会は 2021 年 4 月に AI 規制法案（Proposal for a Regulation of the European Parliament and of the Council Laying Down Harmonised Rules on Artificial Intelligence (Artificial Intelligence Act) and Amending Certain Union Legislative Acts）を公表し，現在もその制定に向けた検討が進められている．この AI 規制法案を巡っては，日本を含めた各国の業界団体（経団連や米国テック企業などを含む）や各種団体から修正意見が相次いでいる．すなわち，禁止される AI やハイリスク AI の定義はどうなるのかということや，イノベーションや国家安全保障上の障害となる懸念などである．本発表においては，EU の AI 規制法案を巡る規制提案への反対や修正提案について検討し，EU の方向性と対応の現状の検証を行う．

• 論文抄録(英) / 内容記述: Various opinions on the AI regulation bill of 2021 in Europe (EU) and examination of the response of EU. In April 2021, the European Commission published an AI regulation proposal (Proposal for a Regulation of the European Parliament and of the Council Laying Down Harmonised Rules on Artificial Intelligence (Artificial Intelligence Act) and Amending Certain Union Legislative Acts）, which is still being considered. A number of industry groups, including the Japan Business Federation (Keidanren) and U.S. tech companies, and other organizations have expressed their views on revisions to the proposed AI regulation bill. They include what the definition of banned or high-risk AI would be, and concerns about obstacles to innovation and national security. In this paper, opposition to and proposed amendments to the EU's proposed AI regulations will be considered, and the direction of the EU and the current situation of its response will be examined.
