This is an assessment of the impact of the GDPR on health care data, including the development of nati onal legislation in member countries. It aims to investigate possible differences between EU Member States an d identify factors that may affect the transnational exchange of health data in the EU for the purposes of health care, research, innovation , and policy making. This paper gives an overview of function 2 among the three functions classified in this impact assessment.},
