• 論文抄録 / 内容記述: 欧州評議会（Council of Europe）においては，2019 年 9 月当時の議長国フランスがイニシアティブをとり，CAHAI という AI に関するアドホックな会合が設置されている．この CAHAI（Ad hoc Committee on Artificial Intelligence) においては，EU の AI 規則法案とはまた別の枠組みにより，AI の開発や利用に関して人権や民主主義の保障の確保を審査する法的枠組みを策定することが検討されているため，欧州評議会 CAHAI が提唱する AI の民主的統制の方向性や現状，その位置づけやインパクトについて検討をおこなう．

• 論文抄録(英) / 内容記述: At the Council of Europe, France, which held the presidency in September 2019, took the initiative to establish an ad hoc meeting on AI called CAHAI. In this CAHAI (Ad hoc Committee on Artificial Intelligence), the establishment of a legal framework to examine the guarantee of human rights and democracy in relation to the development and use of AI is being considered in a different framework from the EU's draft AI regulation. In this paper, the possibilities and the direction along with the current status will be looked at, and the proposal's positioning and impact of the democratic control of AI advocated by the Council of Europe CAHAI is analyzed.
