For that purpose, a tool "Transcreation Scale" for measuring the cultural differences of learners and deriving a new educational plan is required. Therefore, we conducted a behavioral observation and a questionnaire survey for learners in the programming education conducted at the seminar of the Information Course of the Faculty of Business Administration of M University. Then, while creating Transcreation Scale, we will work on the development of a programming education method that will lead to the promotion of learners' motivation for learning behavior by utilizing it.},
