wireless relay network, which is a temporary communication system using drones in the sky, has been proposed to deliver messages such as damage reports and safety confirmation in wide areas affected by large-scale disasters. In this paper, we propose a flight method for drones intended for environments with non-uniform user distributions. The proposed method is based on coverage control and utilizes the Voronoi cell with a density function. We consider the cases where the user distribution is available in advance and where it is not.
