High school students are particularly vulnerable. From the survey, we speculated that there may be psychological issues behind the occurrence of internet-related problems despite the fact that information education is provided in high school education. Thus, the purpose of this study was to propose an information moral teaching material that takes into account the psychological issues of high school students. After considering various requirements for teaching materials, we decided to create a teaching material in the form of a game in which students discuss problems caused by SNS. Using existing games as a reference, we developed two prototypes, the SNS trouble experience game and the information moral crossroad game. We evaluated whether these games met the requirements for teaching materials through experiments and interviews with teachers. As a result, it was inferred that both games were able to generally meet the requirements for teaching materials. As for the requirements related to the psychological issues of high school students, which were the focus of the study, it was thought that they were partially met.
