This paper analyzes and summarizes the results of the European Commission’s Stakeholders Acting Together On the Ethical Impact Assessment of Research and Innovation (SATORI) project, consisting of its joint framework and CEN Workshop Agreement (CWA 17145-1, -2). CWA 17145 is a minimum standard for the structures, operation, and procedures of ethics assessments for research and innovation (R & I) governance, including ethical impact assessment and ethical principles of R & I. The documents will contribute toward establishing the structure and operation of ethics assessments of R & I plans or activities for organizations and disciplines that have not yet fully established them as well as the education and learning of ethics assessment and its related policies for stakeholders, including policy makers of R & I policies and candidates for membership in research ethics committees. In the future, CWA 17145 may function as an international standard for ethics assessment.},
