To improve the scalability problem, payment channels, where transactions are processed outside of the blockchain, have been proposed to reduce the number of on-chain transactions. Payment channels that replace transactions by utilizing timelocks, which set time constraints on transactions, have been proposed in previous researches, however, they have not considered transaction fees which determine the transaction priority. In this paper, we point out that the management of off-chain transactions utilizing timelocks doesn't work appropriately without appropriate fees.
