In practice, however, there exist entities that do not make explicit choices or declarations of intent. This paper considers such non-selecting entities as a design premise and examines a communication control framework in which the presence or absence of explicit selection is not treated as a criterion of value. Based on the concept of Policy as Code, we introduce an agreement-based control framework that enables dialog-based agreement formation for active entities while applying transparent and proxy-based control to non-selecting entities. Through this approach, different forms of control corresponding to the degree of entity involvement are realized within a single institutional framework. We also design an evaluation environment, evaluation metrics, and evaluation scenarios assuming a geographically distributed network, and present an evaluation design for examining the behavior of the proposed approach.
