 note = {近年，国家規模でのサイバー攻撃が，単純に相手国のインフラや産業システムの攻撃に用いられるだけでなく，SNS やその他メディアでの情報戦の中に組み込まれ，各国の選挙結果に影響を及ぼすという事態に至り，民主主義に対する大きな脅威となっている．本稿では，そうしたデジタル ・ゲリマンダーというサイバー空間上の選挙介入に関する事例研究を行うなかで，各国の法制度上の対策や国際的な法的課題についての考察をふまえ，各国で起きているデジタル・ゲリマンダーのような外国勢力による選挙介入が，今後，日本でも起きることを想定し，日本がとるべき対策について政策提言を行う．, In recent years, some countries use global cyber attacks not just as the destructive attacks to the infrastructure systems or the industry systems, but also as the measure in the information warfare including SNS and other media which affects the election results, and it becomes the big threat to the democracy. In this paper, I study cases of the election meddling in the cyber space, i.e. “digital gerrymandering”, and focus on countermeasures of legal systems and legal problems. I suppose the election meddling by the foreign power like the digital gerrymandering happens also in Japan in the future, and make the policy recommendations to Japan about the countermeasures for it based on my considerations.},
