Focusing on the minutes of the General Policy Subcommittee of the Central Environmental Council, which was involved in the formulation of the Sixth Basic Environmental Plan, the minutes were structurally encoded in TEI format and annotated using markup based on the Parla-CLARIN framework. The correspondences between utterances and sections of the policy draft were further annotated through stand-off markup. Moreover, relationships between deliberative content and policy text were described using vocabularies derived from CIDOC CRM and PROV-O, and the contributions of speech to textual modifications were classified into three types. Through this approach, the study demonstrates that intertextuality in the policymaking process―such as the influence of a single utterance on multiple sections of the document―can be structurally captured and that such relationships can be made amenable to visualization.}, title = {TEIを用いた行政会議議事録マークアップによる政策文書策定プロセスの精査}, year = {2025} }
