LEO satellites, positioned in low orbits, enable low-latency communication; however, their limited coverage necessitates the deployment of large-scale satellite constellations. Due to constraints on the number of satellites in the early stages of business operations, service availability in terms of geographic coverage and time is limited, posing a challenge in securing users. This paper proposes a cooperative service provision model involving multiple LEO satellite operators and introduces a revenue-sharing scheme based on the Shapley value from cooperative game theory.
