2018 年 4 月にプラットフォーマーに対する新規則案を公表した欧州委員会は，その後，2019 年 2 月 14 日に，欧州におけるオンラインプラットフォームの取引慣行の公平性を高めるための新規則に関して，欧州議会そして欧州連合理事会と欧州委員会の政治的合意が整ったと発表した．今後は，EU における GAFA に対する規制が強化されることが見込まれている．翻って日本においても，プラットフォーマーに対する規制の検討が進められている．それでは，以下においては，プラットフォーム規制を巡る議論に関する EU における進展を紹介することとしたい．本論考においては，EU の規制の動向を検討したうえで，日本の状況も踏まえながら，日本への示唆を考察する． |

The European Commission has announced a new draft rule for platformers in April 2018, then, on 14 February 2019, the European Parliament announced the discussed new rules to increase the fairness of online platform trading practices in Europe. It was announced that a political agreement was reached between the European Council and the European Commission. It is now expected that EU's regulation on GAFA will be strengthened in the future. On the other hand, regulatory measures on platformers is currently discussed in Japan as well. In this paper, the progress in the EU regulation regarding the platform regulation is discussed, comparing the discussion and progress of Japan's proposed regulation for online platform services. Then the implications for Japan is considered. |
