The perspective of application has become more important, and the application of telecommunication service with suitable pricing and high utility are required from users. In this paper, we aim to provide telecommunication network service with quality of service that satisfies users. The impact of reliability of telecommunication service on users' utility is studied. The relation between telecommunication network failure rate and willingness to pay (WTP), and that between telecommunication network failure rate and willingness to accept (WTA) are clarified through questionnaire survey. In addition, the differences regarding the telecommunication network failure rate between private users and business users are also extracted from the questionnaire survey results.},
