 note = {テクニカルスキルの習熟のみでは防ぐことができないヒューマンエラーが生死に直結する航空 ・ 宇宙などの業界では，ヒューマンエラーの軽減を目的としたノンテクニカルスキルの訓練 ・ 評価の取り組みが大きな効果をあげている．一方，サイバーセキュリティの分野においては，未だヒューマンエラーによりインシデントが拡大する事案が散在しており，ノンテクニカルスキルに対する訓練 ・ 評価も十分ではない．そこで本稿では，航空 ・ 宇宙分野などで蓄積されたノウハウをベースに，セキュリティインシデント対応に適した新たなノンテクニカルスキルマップを作成する．また，提案したノンテクニカルスキルマップをサイバー演習等に応用させ，ノンテクニカルスキルの評価を実現する方法について検討する．, In the aerospace industry and aviation industry where human error which can be directly linked to people's life, the training and evaluation efforts of non-technical skill aimed at reducing human errors have been greatly ejffected. Meanwhile, in the field of cyber security, incidents that have expanded due to human error still occur, and training and evaluation for non-technical skills are not sufficiently considered. In this paper, we derive a new non-technical skill map suitable for cyber security incidents based on know-how accumulated in the aerospace field and so on. In addition, we consider how to effectively evaluate non-technical skills in cyber defense exercises by utilizing the proposed skill map.},
